      Ok, I assume that you are using the Affiliates Enterprise version. So from Affiliates->Tiers you can set the levels rate. If you enable the ‘Level rates are relative’ option, then the rates are relatives.

    When you say “their referrals”, they are their commissions or the affiliates who he has referred ?
