How can an affiliate get put back on after being removed

While trying to fix my affiliates log in i removed some of them and had them try again but now it is saying their account is closed and not allowing them to sign back up. Is there a way to allow them to sign back up?

Regarding your inquiry, please ensure you delete the user completely. You can do this by:
* Navigating to Users > All Users
* Check the box next to the user(affiliate) you want to delete.
* From the Bulk Actions drop-down menu, select Delete.

Yes I have done that but now the problem is there are 2 log ins showing. The first one doesn’t work properly but the second one does. When I delete your shortcake it deletes both in preview. I don’t know how to get rid of the one that doesn’t work
