I had to manually delete the plugin and try to reinstall. It finally worked.

Please proceed and temporary disable WP Rocket and also any other caching feature running on your site, including caching related plugins or caching services running through your hosting server directly.
The Itthinx Updates plugin indeed seems to be installed but doesn’t appear anywhere and this is probably related to caching unless there is another conflict on your installation. You might find additional info once you enable WP debugging but if nothing is indicated, then it would be better to provide us temp admin access to your Dashboard, using my personal email for this account, george at itthinx dot com.
To enable debugging, edit your wp-config.php file and replace this line:
define( ‘WP_DEBUG’, false );
with these lines:
define( ‘WP_DEBUG’, true );
define( ‘WP_DEBUG_LOG’, true );
define( ‘WP_DEBUG_DISPLAY’, false );
Where are the settings? I clicked install the plugin and it says it is installed but I don’t see it in list of plugins and I don’t see settings….

Thanks for using our content restriction plugin on your shop.
Once you have installed and activated Itthinx Updates plugin and added your Service key in its settings, proceed and clear the cache contents, from WP Rocket. If the message persists then after clearing the cache, temporary deactivate WP Rocket and check if the message is gone this time.
