Affiliates need approval but not normal customers, is this possible?

I’ve allowed affiliate registration in the settings but every time someone orders and wants to make an account on the site, it is set to pending, even if they are just a new customer and not a new affiliate.

I have set new affiliates registrations to pending. Whenever a new affiliate registers you can approve the registration by visiting Affiliates > Manage Affiliates, edit the affiliate and choose Approve. If pending affiliates don’t appear on that list, enable the filter to Include pending affiliates and click on the Apply button.
Regarding new users, you are using the plugin New User Approve. I chose not to disable it but this is the one that keeps your new users pending. If you disable it, new users/ customers will be approved automatically by default.

New affiliate registration status applies only for new affiliates. So if you choose your new affiliates to have a pending status, then only their affiliate account will be pending.
If a new user/customer is pending then this is handled by a plugin other than Affiliates. I would recommend you to check your plugins list for any addons related to user/customer registration, user management etc.
